On November 3, the Opening Ceremony of 2020 MCC Special Training Course for Project Managers was held in Chengdu. Guo Wenqing, General Manager and Deputy Secretary of the leading Party group of China Minmetals, and concurrently Chairman of MCC, made important instructions in despite of his occupied schedule on the training for project managers, and sent warm words to the students. On behalf of Chairman Guo Wenqing, and Zhang Mengxing, President of China MCC, Bai Xiaohu, Member of the Standing Committee of the CPC Committee of MCC and China MCC as well as Vice President of China MCC, conveyed Chairman Guo Wenqing's important instructions and delivered a speech on the opening ceremony.
Guo Wenqing pointed out that standing at the historical intersection of the "Two Centenary" goals, and under the background of a new development pattern whereby domestic and foreign markets can boost each other, with the domestic market as the mainstay, the stage-by-stage goal of "Better MCC" has been fully realized, and MCC is striding into a new stage of high-quality development.
Guo Wenqing stressed that project management is the essence of an enterprise, the source of benefits, as well as the strategic foundation for MCC to achieve high-quality development and to become a world-class enterprise. Over the last three years, the Group has been mainly focusing on its main business of engineering and carrying out "project building and management improvement activities". The Group pays great attention to the construction of the main platform for project control and management, reversing the previous extensive project control mode, significantly improving the level of project fulfillment, making new breakthroughs in improving project quality, and continuously enhancing its brand influence. Focusing on the main line of high-quality development, we should further deepen design management to enhance our advantages in the integration of the whole industrial chain, including consulting, surveying, design, construction and operation; we should take the completion of the main platform of project management and control as an opportunity to propel both vertical and horizontal penetration in project management; and we should, through the standardization, digitalization and intelligentization of project management, further enhance delicacy project management to raise the development of MCC to a new level.
Finally, Guo Wenqing gave encouraging remarks that the project managers are the pivotal force in MCC's operation and development and the main promoters for high-quality projects. Therefore, they play a dominant role in building a better MCC, bearing great responsibility and glorious missions. He hoped that all students would avail themselves of this rare opportunity, fully implement General Secretary Xi Jinping's important instructions on "improving practical ability to solve problems" to leading cadres, stick to their ideals and beliefs, constantly strengthen their professional competence and management skills, and embark on their own business with faith, loyalty and passion, so as to make greater contributions to the new round of leapfrog high-quality development of "Better MCC".
Bai Xiaohu delivered a speech titled Enhance Supportive Efficiency of Platform Management and Control and Improve Practical Capability in Resolving Problems to Push Forward MCC's High-tech and High-quality Development. He pointed out that in recent years, MCC has been sticking to its strategic positioning of "being the national team of metallurgical construction, a major force in capital construction, a pioneer in emerging industries, and a steadfast promoter of high-tech and high-quality development", and has officially developed into a new stage of high-quality development. By greatly improving project management, vigorously advancing main platform building for project management and control, and focusing on enhancing contract fulfillment and project management, the Group has realized significant amelioration in overall project management, resources allocation efficiency, and risk prevention and control capabilities. Especially in this year when the Group has been putting all efforts in fighting against the COVID-19 outbreak, the industrial management system takes rapid actions to propel resumption of work, which boosts the performance growth against the trend and realizes double-digits increase in economic indicators to a record high. Bai Xiaohu stressed that, Chairman Guo Wenqing, in his investigation of national snowmobile and sleigh project, has made the important instructions of "earnestly summarizing experience and measures worthy of reference in project management, and unremittingly carrying forward main platform building for project management and control to transform project advantages into the company's strengths in market and its brand". Therefore, the theme of this training is closely linked with Chairman Guo's important instructions, which is the leading role of design, quality construction, platform support, value addition and improvement of practical capability to solve problems, with the purpose of satisfying higher requirements for high-quality development in the new era, effectively releasing our market pressure imposed by our rapid-growing counterparts, successfully getting over difficulties and problems encountered in development, and eliminating our "capability panic" to address these problems.
In his speech, Bai Xiaohu firstly analyzed internal and external environment, and indicated that China's economy has transformed from high-speed growth to high-quality development which is a critical stage for development mode transformation, economic structure optimization and growth momentum conversion. Therefore, new requirements have been placed on construction enterprises for their transformation and upgrading. Firstly, EPC and full-process engineering consultation drive the perfection of structural pattern of engineering construction; secondly, management digital transformation and industrial integration & interconnection become an irresistible trend in construction industry; thirdly, the industry is transformed and upgraded from "labor-intensive" mode to "construction industrialization" mode; fourthly, it is necessary for enterprises to carry out legal operation and contract fulfillment for high-quality growth.
By referring to outstanding enterprises in the industry, Bai Xiaohu made a detailed analysis on the problems identified in MCC's reform and development. For example, subsidiaries should enhance their capabilities in headquarter project management and control; the cost control capability throughout the whole life cycle of the project needs to be continuously improved; the quantity, age structure and specialty distribution of project management talent should meet the requirements of production and operation; the informatization of project management should be strengthened. He also made new requirements for constantly improving engineering project management in the next step. First, we should, through building the main platform of project management and control, further improve subsidiaries' ability to manage, control and support the headquarters platform; second, we should take design as a leading force to increase efficiency in consultation, surveying, design, construction and operation throughout the entire industry chain; third, we should take the separation of bidding and purchasing as an impetus to fully create our supply chain advantages with the best resources allocation; fourth, we should promote responsibility assessment to further improve our ability of full life-cycle costs management and control in projects; fifth, we should focus on building project management and control information platform system to build up a penetrating project management and control system supported by digitalization; and sixth, we should put more efforts into training for project managers to further improve the quality, age structure and specialty distribution of project management talent team.
Bai Xiaohu also placed three specific requirements for this training. First, all students should find their problems and relevant solutions through the training. Students should analyze current shortcomings existing in the Group's engineering project management, and find out effective solutions through the training. Second, students should emphasize the practical effect and practice what they have learned. Learning is always of significance, so we should treasure this rare opportunity and truly concentrate ourselves on study to further improve our management ability, and grow into outstanding representatives of MCC's project managers in the new era. Third, students should have a serious attitude toward the training and comply with disciplines in the training.
Pan Biyi, Chairman and Secretary of the CPC Committee of China MCC19, gave a welcome speech to all students on behalf of the organizer. Qu Haiyan, Head of Human Resources Department of MCC, announced training disciplines and the list of the members of class committee. The class opening ceremony was presided over by Zuo Zhiquan, Head of Engineering Construction and Management Department of MCC. Attendees of the class opening ceremony included Zhu Yongfan, Secretary of the CPC Committee and Chairman of China MCC5, Wang Tong, Deputy Secretary of the CPC Committee and General Manager of MCC Metallurgical Equipment Research Design Institute, Ou Chenghua, Deputy Secretary of the CPC Committee and General Manager of China MCC19, Li Chengjian, Deputy Secretary of the CPC Committee and General Manager of China Metallurgical City Investment Construction, Cai Zhongbin, Vice Chairman and Chief Engineer of China MCC19, and other subsidiary heads as well as 143 students of this training class and 60 students from the organizer.
This training is organized by MCC's Engineering Construction and Management Department and Human Resources Department, and is undertaken by China MCC19 and co-organized by China MCC5 and China Metallurgical Construction Engineering Group. Students are from 33 subsidiaries which are carrying out business of engineering project construction. The training proceeded in a hybrid pattern of "centralized class + on-site practice" with group study, closed-book examination, thesis defense, completion and other parts arranged. The students in this training are all "best of the best", who are selected from the recommendations of subsidiaries. They are the "backbones" and elites in MCC's project management system. In terms of course design, aiming to "improve practical ability to solve problems", this training sets up characteristic courses with multiple purposes, such as broadening industrial horizon and understanding the latest development trend, interpreting the support for platform management and control services focusing on the training theme, introducing new policies of general contracting, and emphasizing the leading role of design to better exploit advantages of general contracting throughout the entire industrial chain. Meanwhile, the training also provides a platform for experience exchanges about actively expanding "high-tech, comprehensive and super-large" projects such as metro and super high-rise buildings construction with MCC's distinctive national team of metallurgical construction, as well as other courses for exploring contractual management, BIM application, and smart construction sites. In terms of teaching staff, the training invites well-known scholars and senior experts in construction industry and from leading enterprises, as well as management personnel with rich experience in industrial management in the Group to share their experience. Additionally, it also selects 15 representative engineering projects for practical training, such as the Tianfu Hi-tech Innovation Park in Chengdu Science City and its supporting project No. 9 plot, Sichuan University Museum cluster, "Two Rivers and Four Riversides" ecological governance and improvement project in Chongqing Jiulong Bund Plaza area, and Shapingba Enterprise Innovation Service Center of China (Chongqing) Pilot Free Trade Zone, so as to consolidate learning outcomes and enhance students' practical ability.
